📚 Calculation methodology (DG PERS logic)

1. Adjusted date of birth

The date of birth is set to the 1st day of the following month before any legal-departure-date calculation. Example: born 15 March 1970 → date used 1 April 1970. This avoids calculations on partial months.

2. Accrual regime and career break (Art. 21 Annex XIII)

The rate is determined separately for each statutory period. The Agent period (TA/CA/APA) uses the rate set by the agent-engagement date. The Official period uses the rate set by the appointment date:

  • Status date before 01/05/2004 → rate 2.00%
  • Status date between 01/05/2004 and 31/12/2013 → rate 1.90%
  • Status date from 01/01/2014 → rate 1.80%

📌 Career break: an Agent engaged in 2010 (rate 1.90%) who becomes Official in 2018 contributes at 1.80% for their Official period. The contract change (Agent → Official) after a reform triggers the new rate for the subsequent period. This interpretation differs from the online DG PERS calculator (which applies a single global rate) but is consistent with the strict statutory reading of Art. 21 Annex XIII.

Incoming transfers and buybacks are valued at the first-entry rate (convention).

3. Pensionable age (Art. 22 Annex XIII)

The pensionable age depends on the regime AND the age at 01/05/2014 (reference date):

  • Post-2014: pensionable age = 66 (uniform)
  • Pre-2014: tiered table, 65 for the youngest (<35), descending to 63 for those 45+ in 2014
  • Pre-2004: tiered table, 65 for the youngest, descending to 60 for those 60+ in 2014. Derogation rule: if you had ≥ 20 years of service at 01/05/2004, pensionable age = 60

4. Gross % calculation

Gross % = (total service in 30/360 years) × accrual rate

Service duration is computed using the 30/360 calendar (DAYS360), where each month counts 30 days and the year 360. ¼T personal leave is deducted at 25% of its duration (suspension of 1 quarter = loss of 1 quarter/4 of rights).

Transfers (Art. 11 §2) and buybacks (Art. 11 §3) are added to service as equivalent years, valued at the same global rate.

5. Penalty or bonification (Art. 9 Annex VIII)

Retirement before pensionable age (penalty): formulas differ by regime:

  • Pre-2004 + ≥20 years at 01/05/2004: 3.5% per year early
  • Pre-2004 + <20 years: 3.5% before age 60, 1.75% between 60 and pensionable age
  • Pre-2014: 3.5% before age 60, 1.75% between 60 and pensionable age
  • Post-2014: 3.5% per year early (uniform)

Retirement after pensionable age (bonification):

  • Pre-2004 + ≥20 years: max(2.5%; 5% of % accrued at age 60) per year of delay
  • Pre-2004 / Pre-2014: 2.5% per year of delay
  • Post-2014: 1.5% per year of delay

6. Order of the final calculation

final % = max(0, [gross% × (1 − penalty%) + bonification%] capped at 70%)

First the multiplicative penalty, then the additive bonification, finally the 70% cap (Art. 77 of the Staff Regulations).

7. Limitations of this calculator

NOT handled: minimum subsistence pension, country weighting coefficient, pension tax, allowances (household, child, education), special levy, voluntary departure (Art. 9.2), invalidity, orphan/survivor pension. For these, use the full calculator available from DG PERS.
